SIM Priorities

On May 8, 2026, over 50 Smith County community members from law enforcement, mental health, healthcare and non-profits met for a SIM Refresh to develop 4 Priorities for our community. 

The Sequential Intercept Model (SIM) (https://www.samhsa.gov/communities/criminal-juvenile-justice/sequential-intercept-model) details how individuals with mental and substance use disorders come into contact with and move through the criminal justice system.

The SIM helps communities identify resources and gaps in services at each intercept and develop local strategic action plans. The SIM mapping process brings together leaders and different agencies and systems to work together to identify strategies to divert people with mental and substance use disorders away from the justice system into treatment.

At this meeting, key champions were identified and plans were put into place to bring these priorities into reality!

Action Plan 1: Mental Health Court

Our priority is to create a docket/court for high-needs individuals with significant mental health needs and co-occurring IDD or substance use disorder and misdemeanor or lesser felony charges.

Action Plan 2: Partial Hospitalization Program

Our priority is to expand the partial hospitalization program and add options for intensive outpatient programs and acute hospitalizations.

Our priority is to strengthen existing peer support to enhance collaboration and warm handoff between organizations.
